10. Judges, Transaction Tax : Yashwant Sinha -Chithambaram

NO ESCAPE

          The last email was submitted to Mrs. Pratibha Devisingh Patil, Her Excellency the President of India, on 3 November 2009. As a reply, the Union Cabinet, on 5 November 2009, decided to sell 10 per cent to 49 per cent shares of all Public Sector Undertakings (PSUs) with out following any law.

          21 Judges of the Supreme Court, on 3 November 2009, put their assets in the internet. Most of the judges own shares of many private companies. One of the judges had bought the shares of 57 companies.
          When this writer insisted the President Pratibha Patil to give a reply to his letters, the Government came out with the Right To Information (RTI) Act. The Government believed that the present writer would spend his energy to get a reply based on this.  However, this gradually made a learned judge of the High Court, Delhi to do his duty.  As a result, the learned judges of the Supreme Court had to declare their assets. However, they withdrew everything within few days.
          As soon as an advocate starts practice, some confidence tricksters approach them to buy shares. The private companies assure good returns to their shares. The probability of a judge separated as a judge of a High Court or Supreme Court by hand picking is the greatest when he is in possession of the shares of private companies. This must be the reason why the preponderance of people with shares is higher among the judges.

          The Prime Minister Manmohan Singh,  on 4 November 2009, said that the exploitation of the tribal people would not be tolerated.
         The public sector Life Insurance Corporation of India (LIC)- on the same day - said that it would invest a huge amount of money   in shares in the next six months.

          Indian fishermen now alleged that Chinese people in Sri Lankan uniform were beating them up at mid sea.  India did not verify the veracity of their allegation. Sri Lanka is biting the ears of India by sitting on its shoulders.

          On 3 November 2009 a learned judge of the Supreme Court voluntarily decided to quit a bench that heard the dispute between Muhesh Ambani, and Anil Ambani because his daughter was a partner of one of them in a company.
          The advocates of the above brothers literally caught the throat of the judge from vomiting the deadly poison, lest it would make the entire world poisonous.  Being a mortal, he could not keep it in his throat. He vomited it in the open court. The same force made another judge to quit another bench for owning the shares of a private company. The learned judges were made to do their duty!
          Now, the value of shares is a function of the ability of the Government to influence the financial institutions. This happens because the Supreme Court allows the Government to function unconstitutionally by robbing the people of all FREEDOM. This is the absolute truth of Indian politics.
          In the Chapter 101 of “How Everything Happened in India” -   the present   writer came to the conclusion that none in India knew the absolute truth behind the manipulations. It took more than eight years to know this truth. Until now, it was only a belief. The disheartening developments made this writer to persist with this work. He could not escape.
Obviously, the continuance of such mentally corrupt judges is injurious to the public weal. They could continue in office only after giving FREEDOM to the people. Simultaneously, they must prohibit the corrupt act of buying shares using public money. Until then, they must keep away from courts or resign. This is the demand of the Constitution of India.
If the learned judges resign, the Government will get Re. hundreds of thousands crore for public investments.  This would obviate the necessity to depend on China for ships, war ships or any other things. Interest rate would fall. There will be a relationship between the interest rates, and the money value.  Exports would increase. There will be a great economic change.
          If the learned judges want to remain in the Supreme Court, the people will be left with no constitutional method for achieving economic and social objectives. The people will pay a price. The financial institutions will give Re. 30 lakh crore to about ten individuals within one year. The money will be siphoned off to other countries. In order to enable this, the Rupee would appreciate. This would make even the present Chief Justice of India to accept that constitutional methods are not open to the people. He would justify unconstitutional methods of people.       
Though the President Pratibha Patil is not giving FREEDOM, she might have done her duty by transmitting this work to Manmohan Singh and the Supreme Court. Otherwise, the judges would not have abandoned the benches at all.

          The CBI, on 6 November 2009, requested the public to report to it all acts of corruption of public servants.
          The present writer pointed out several cases in Chapter 6. A giant manipulation was pointed out in Chapter 7.  One or two people issued death threats to this writer. They now sit with the Vice President of India and many others. The CBI connived at everything. Even now, it is not ready to catch the illegal importers of toys from China. It even refuses to accept a letter from this writer.  Now it is soliciting petitions from the people!

The public sector BSNL, on 6 November 2009, disclosed its decision to buy telephone equipments from China for an undisclosed amount.
Now it is not clear whether China agreed to abandon the naval bases around India or not. The developments show that China could force the Union Government to reverse the Cabinet decision taken on 28 August 2009. India would continue to remain as a vassal of China until a stronger force acts on it.

Mr. Gordon Brown, Prime Minister of England, on 7 November 2009, recommended the countries to introduce Transaction Tax to save the banks. 
The present writer suggested this tax in Chapter 4 of “How Everything happened in India”. Presumably due to the intervention of Sonia Gandhi, the Union Government implemented it. 
A former Union Minister, Yashwant Sinha, insinuated this writer by dubbing this tax as “a mad tax”. It was later withdrawn. 
Present Finance Minister Chithambaram and the newspapers decided not to give credit to the present writer for the suggestion. Therefore, they now call this as Tobin Tax, named after Nobel laureate James Tobin.

Notwithstanding anything a man would be made to do his duty. He cannot escape. This is what the sages say.

In view of the momentous developments, the facts from 3 November 2009 to 7 November 2009 are being submitted to Mrs. Pratiba Devisingh Patil, Her Excellency the President of India, on 8 November 2009 through email. 9.Spectrum :Manmohan Singh-Raja-Vajpayee -Advani- Arun Shourie- Supreme Court

ABILITY

       The Union Cabinet, on 19 October 2009, decided to sell 5 % shares of the public sector National Thermal Power Corporation (NTPC) and 10 % of the Satluj Jal Vidyut Nigam Ltd (SJVNL).
       The Government said that the above decision was to enable share ownership of the people.
      Actually, some people were given public money to buy the shares. Dr. Manmohan Singh, Prime Minister of India, Mrs. Pratibha Devising Patil, Her Excellency the President of India, and the Supreme Court knew this.
 If the Government really wanted the people to own the shares of Public Sector Undertakings (PSUs), it could have reserved a definite amount of shares for every state. This is not an impossible object to achieve. This would have made the sales a constitutional one.   But the Government is not doing this. Therefore, the sale is unconstitutional.
 If the Union Ministers like Chithambaram, Pranab Mukergee, A.K. Antony want, they could reverse this decision even now.
If Pratibha Devisingh Patil wants, she could restrain the Government from going ahead with this decision.
Mrs. Sonia Gandhi, President of the Congress Party, too could ban such decisions.
If the learned judges of the Supreme Court were against cutting the precious head of the Constitution, they could also make the sale an unconstitutional one.
The Central Bureau of Investigation (CBI) also could dissuade the Government from going ahead with this policy.
Above all, the act of selling the shares without giving FREEDOM to the people to see this work is out and out unconstitutional.

The militant people killed two police men in the West Bengal State on 20 October 2009. On the same day, police killed three militant people in the Jharkhand State.

       Apparently at the instance of the top industrial houses, the CBI, on 22 October 2009, raided the headquarters of the Department of Telecommunication for corruption of about Re.22000 crore to Re. 60,000 crore in the allotment of 2G spectrum by the present Government. Mr. A.Raja,   Minister for Communication, retorted that the spectrum was allotted with the knowledge of Manmohan Singh. 
One or two opposition parties demanded the resignation of Raja, and not Manmohan Singh.
The above demand prompted Raja to allege that the previous NDA Government under Vajpayee had allotted spectrum causing a loss of not less than Re. one lakh and sixty thousand crore.  He disclosed that they- meaning Vajpayee, Advani, Arun Shourie, Arun Jaitly, Venkaiah Naidu and others – apportioned the spectrum among their men –without the approval of the Union Cabinet - as if it were their “ancestral property”. He added that a few new players were consciously introduced only to put an end to their monopoly.
Naturally, the above utterances of Raja prompted the beneficiaries, and the Supreme Court to devise various strategies to counter him. In order to keep the usurped spectrum in their hands, they, apparently, wanted to send Raja to jail.
Accordingly, the media mafia now approached some political leaders and published their views that went against him.
Some political leaders might have wanted the CBI to take action against Manmohan Singh. Some others might have considered this as an act of corruption at all levels. But their views were not published. Instead, the CBI indicated its decision to proceed against Raja.
Everyone knows that the orders flow from top to bottom and not vice versa. The moment Raja said that the spectrum was sold with the knowledge of Manmohan Singh, the CBI must have taken the case to its logical conclusion. Now, the CBI fishes where there are no fish.
The present writer had wanted the Union Government to delegate the question of giving the telephone licences to the State Governments to avoid favoritism. It was the seventh point of the first letter dated 1-6-2001.  Had the suggestion been accepted, the common people in India would have been benefitted by more than Re. 5 lakh crore. Besides, the Union Government would have been free from such corruption charges.
Obviously, the words of Raja are complementary to this work. Now, anyone would recognize the importance of this work.
It must be noted that the Supreme Court - in the BALCO case -  put the economic policy above judicial review. This judgment is perpetrating corruption in India. The nature of the calamities the Supreme Court drags down upon the nation could be gauged.
Here, the spectrum was given not based on any policy decision of the Union Cabinet. Surely the Union Cabinet under Vajpayee could not have taken a policy decision called - first come-first served - policy.

Chinese made soap and other articles worth Re. 20 lakh was found in Chennai port on 23 October 2009. This is not an act of smuggling by an individual for his day –to-day life. It is an organized crime committed by the people close to power. They must be brought to light. The act of buying illegally imported Chinese items must be deemed as an anti patriotic act.

Four militant people and four police personnel died in Chhattisgarh State on 25 October 2009.

A Minister of Sri Lanka, on 26 October 2009, said that Sri Lanka would not sign a defense pact with China.
It may be recalled that Sri Lanka, on 2 July 2009, compared India and China to two tracks on a railway line. This writer, in his letter No. 111 (Chapter-3) , wanted Sri Lanka to opt for either India or China. The firm stand taken by this writer is forcing Sri Lanka to talk like this.
Sri Lanka, on 25 October 2009, said that China was building a port and not a naval base in Sri Lanka. This is a misleading statement. It must be noted that a Chinese port in Sri Lanka is far more dangerous to India than a Chinese port in India.  Therefore, Sri Lanka should not allow the naval vessels of other countries to enter its waters without the consent of India.

Army killed three militant people in Jammu & Kashmir State on 26 October 2009.

A meeting of the RIC (Russia, India and China) took place at Bangalore on 27 October 2009. China had asked Manmohan Singh not to visit Arunachal Pradesh.  But the Foreign Minister of China visited India without any compunction.

Mr.TS. Vijayan, Chairman, Life Insurance Corporation of India (LIC), on 30 October 2009, said that his organization had spent Re. one lakh crore in the last six months to buy shares.  He disclosed this when Manmohan Singh and one or two other leaders talked about poverty alleviation.
Obviously, the public sector banks would spent not less than Re. five lakh crore  to buy shares in this year. If allowed, they would give Re.10 lakh core more in the next six months. Next year, they would give about Re. 30 lakh crore – the double the amount of the Union Budget!
(Vijayan was not given extension when his 5-year term ended on 2 May 2011 presumably due to the above disclosure.)
Manmohan Singh has a firm faith in his ability to give this money to them as a reward for keeping him as the Prime Minister. Sonia Gandhi and the Cabinet Ministers must believe in their ability to use this money for large scale public investments.
The manipulators would always get a few people like Manmohan Singh to do this job for them. The secret of the strength of such people is their diabolical cunning. Therefore, the leaders like Dr. Karunanidhi, Chief Minister of the TN State, must remain in Delhi to prove their ability to put an end to this malpractice.
It may be re-called that it was the fourth point in the first letter dated 1-6- 2001. This writer has been showing the various facets of this issue for the last eight years with partial success only.

 Queen Elizabeth handed over the Commonwealth Games Baton to Pratibha Devisingh Patil at Buckingham Palace on 29 October 2009. The former might have requested the latter to give FREEDOM to Indians.


Sri Lanka, on 29 October 2009, purchased vehicles worth Sri Lankan Re. 2049 crore from China. China gave this as loan.  Sri Lanka should have purchased vehicles from India using the money donated it. Now, Sri Lanka is deliberately antagonizing India by buying things from China using Indian money. The people expect equal and opposite reaction from India.

The Director General of Hydrocarbons resigned on 29 October 2009 as the CBI found evidence of his nexus with private exploration companies. The resignation shows that the Government gave discovered oil and gas blocks to private companies.

On 30 October 2009, a woman Inspector of Police was arrested in Tamil Nadu (TN) State for receiving a bribe of Re.1500. If the “spectrum” had not gone into the hands of less than ten individuals, she would not have demanded money because of her higher salary income. Now, those who keep over Re. one lakh crore through simple manipulations have the last laugh.

On 31 October 2009 several Union Cabinet Ministers sat in front of Manmohan Singh forming a part of his audience.  If he could not allow the Cabinet Minister to sit beside him in public meetings, they need not be invited.
After the last email, the Government is sparingly showing some Union Ministers in the public sector National and National News TV Channels. Yet, 50 per cent of the Ministers are not seen. They are shown in their respective states only.
The Cabinet Ministers belong to all Indians and all people must see them.  Now, even High School students do not know their names and their policies.
Some Cabinet Ministers accompany Manmohan Singh like the members of the ministerial staff. This situation should not exist.
(Perhaps due to the above observation, Manmohan Singh discontinued this practice)


On 31 October 2009, the Department of Income Tax found evidence of unaccounted money after conducting country wide searches on nearly sixty properties of Mr. Madhu Koda, former Chief Minister of Jharkhand State.

       Chithambaram, Union Minister, on 1 November 2009, said that the militant people in India have every right to seize power through democratic means. He vowed to eliminate militancy.
In this connection, it must be reiterated that the militant people cannot seize power so long as the Union Government transfers the natural resources to less than ten individuals.

The militant people of Nagaland, on 1 November 2009, said that they would not accept anything less than sovereignty. They would part with this demand, the moment the Union Government comes forward to give a share in the assets of the nation.

Now, the Government of Tamil Nadu State allotted Re.12 crore for the Sri Lankan refugees.
There is no threat to the life of Sri Lankan refugees in their home land now.  Even if there were some threats, Indian army could protect them. Their absorption in India would create a vacuum in Sri Lanka. Therefore, they must go home.  The Sri Lankan Government must find money for them. This is possible for Dr.Karunanidhi, Chief Minister of the TN State.

Notwithstanding anything, a man must have a firm faith in his ability. Then only he would do his duty. This is what the sages say.

Manmohan Singh - Sonia Gandhi - Pratibha Devisingh Patil - Supreme Court The act buying shares

FULFILLMENT

          The last email was submitted to Mrs. Pratibha Devisingh Patil, Her Excellency the President of India, on 30 September 2009. A meeting of the Union Cabinet took place on the next day.

          In the above meeting, the Government removed the 40 per cent cap for the promotion of the teachers of the Indian Institute of Technologies (IITs). This shows that the Cabinet accepted the reasoning presented in the last email in this matter. Now, the Government could remove the 10 per cent cap on promotion of Selection Grade college teachers.

Pratibha Devisingh Patil was scheduled to visit China on 1 October 2009 in connection with the 60th anniversary of communist rule in China. However, she did not undertake the visit. Instead, she utilized the time to visit the Somnath temple in the Gujarat State.
It may be recalled that India on August 8, 2009 decided to hold the year of friendship with China in India. In the letter No.113 dated 19-8-2009 (Chapter 5), this writer –giving reasons- said that there could not be true friendship with China. The Government accepted this and cancelled her visit without any publicity.  This would go down as another achievement of the Cabinet Ministers. In this matter, they have succeeded in controlling the self interest of Dr. Manmohan Singh, Prime Minister of India. This is the conclusion of the present writer. However, what he knows is his work and the effect. The true picture is known to Pratibha Devisingh Patil only.

          India, on 1 October 2009, requested China not to issue separate visa for the people of Jammu & Kashmir (J&K) State. China has been doing this since 2007.   Only now India considers this as a repugnant one. 

Militant people killed 19 people in the Bihar State on 2 October 2009.

Sri Lanka, on 3 October 2009, said that a common humanitarian policy should be found to solve the problem of the fishermen. However, India did not react.
Mr. Prakash Karat, a leader of the Left parties, on 3 October 2009, implored the Government to strengthen the relationship with China. His statement shows that the Left parties would, insidiously, work to keep India as a vassal of China.
In the above matter, the Left parties are working for the benefit of some private parties. They are privy to all decisions of Manmohan Singh.

The Bharatia Janata Party (BJP) and Desiya Murpokku Dravida Kazhagam (DMDK), on 4 October 2009, opposed the proposal to give Indian citizenship to the refugees living in the Tamil Nadu (TN) State. They said that the proposal emanated from Mr. Mahinda Rajapaksa, President of Sri Lanka.  On the next day, one more political party followed suit. The present writer was the first one to do this through Letter No115 (Chapter 7).

Mr. Mittal threatened to pull out from Jharkhand and Orissa States. It must be noted that this is the first time that the Government is disclosing his difficulties. This shows that the Government wants to transmit the natural resources to a few private individuals after secretly crushing all conflicts.

In the UP State Government memorial case, a Supreme Court judge described the owner of a newspaper as a reputed journalist. He asked an advocate to give due respect to his affidavit.
The utterances of the learned judge show that he is a representative of the industrialists. Alternatively, he did not go through Chapter 14 of How Everything Happened in India.  The court has mellowed a little, perhaps, due to the reasoning presented in Letter No 115 (Chapter 7), is another matter.

Army killed four militant people in the J&K State on 7 October 2009.

In the mean time, India and Sri Lanka conducted a 3 day joint naval exercise.
There is no free Sri Lanka now. The present Sri Lanka is China occupied Sri Lanka (COSL). India shall not conduct such exercises so long as it allows China to maintain naval or military bases in its soil.

The militant people killed 18 police personnel in the Maharashtra State on 8 October 2009. On the same day, the army killed a leader of a militant outfit in the J&K State.

Now - ignoring this work - the public sector financial institutions gave Re.2800 crore to a private company in the name of buying its shares. The Company proposes to utilize the money for its Build Operate and Transfer (BOT) projects in India and abroad. The Economic Times alone sparingly reported this on 9 October 2009.
The above revelation shows that all public sector banks and the Life Insurance Corporation of India (LIC) lavishly - but secretly - give money to a few people in the pretext of buying shares.
The financial institutions do not give money to any ordinary citizen of India in the pretext of buying one or two percent shares of his assets. Even for house building purposes, one must pledge his house and get money as loan only. Obviously, this affects EQUALITY and many other provisions of the Constitution of India. The money must be recovered forthwith. The assets amassed in this way must be attached.
One would say that the Government gave only a small amount. Tomorrow the Government would give Re. ten lakh crore in one go to this Company. It would undertake several projects on BOT basis or based on Public- Private Partnership (PPP) in India and abroad. The entire India would look like the  private asset of a few individuals!
Manmohan Singh would tell his colleagues to reject the contentions of this writer as an anti-development voice. But an enquiry would show that India lost about $ 100 billion in foreign exchange due to the conversion of bank funds into foreign assets.
This writer said this on 1-6-2009 in the Chapter 1 of How Everything Happened in India. This has been presented in different ways for the last eight years. Evidently, after this writer, the entire public money - in the banks, Post Offices, LIC, Provident Fund, Pension Fund - would go like this.
 The Government gave this money without taking the Cabinet Ministers into confidence. Sonia Gandhi –the leader possessing the mandate to rule India- did not air out her views.
Therefore, there can be no act more treacherous than this. If the present Union Ministers could stop this for good, it would go down as their greatest achievement. It would give them great satisfaction.
Above all, the Government gave the money without showing this work to the people. This also makes this an unconstitutional action.
The Supreme Court would reject all talks of constitutionalism as a weary matter. It must realize that the Government is playing wicked tricks on the Constitution of India.
Some learned judges of the Supreme Court, after some time, would think that they functioned in the Supreme Court as a “light shunning folk” in the above matter. Surely, the present Chief Justice of India, K.G.Balakrishnan, would fret about his service after his retirement.
(While this writer was writing like this,  Re.3 lakh crore rotting in the PF had been secretly given by Manmohan Singh to three boys. Pratibha Devisingh Patil and the learned judges of the Supreme Court were confidants to this. This fact came to the knowledge of the present writer only in 2011.)

The President of the USA, Mr. Barack Obama, won the 2009 Nobel Peace Prize. He said that he was humbled to win the Prize and accepted it as a “call to action”. Now the USA should not remain as a debtor of China. It is essential for world peace.

The Union Government, on 11 October 2009, auctioned the oil and gas blocks.
In the above matter, the Union Government rejected the views of this writer. The private players, apparently, formed a cartel and bagged some blocks of good potential.   Andhra Pradesh (AP) State was allowed to take 10 per cent of four blocks.
The Government did not show this work to the people before the auction. Therefore, the auction is unconstitutional. In fact, it is robbery.
Sonia Gandhi and her son, Ragul Gandhi, remained as silent spectators. Perhaps, these things were not under their control.
The posterity would find it very difficult to reverse the above action of the Government through peaceful ways because the present beneficiaries would become more powerful.
Immediately after the auction, Manmohan Singh described militancy as the greatest threat to internal security. He vowed to eliminate the menace using force. He expressed his willingness to talk to any groups provided they denounced violence.
The militant people kill the innocent people to protect the natural resources. The Government kills the people to rob. The militant people are killers. The Government is a robber and killer.
The Cabinet Ministers could change this condition.  A decision to exploit the natural resources through Public Sector Undertakings (PSUs) would put an end to the militancy. If they could do this, they would think of their worth throughout their life.

Bangladesh, on 11 October 2009, said that Myanmar was amassing troops at the border.
India must win the confidence of Bangladesh.  The present Union Government has spoiled the good work done by the United Front (UF) Government in this matter. As a result, Bangladesh is seeking the help of China.
Evidently, now there is no free Bangladesh. There is only China occupied Bangladesh (COB).
 It must be noted that Bangladesh did not give a naval base to India. It trusts China and mistrusts India.
Whatever happened, the Chinese naval base in Bangladesh destabilizes India. Naturally, India is duty bound to retaliate in suitable ways until Bangladesh abandons China. The Government must inform this to Bangladesh, drive out China, and protect it from Myanmar.

The USA, on 12 October 2009, said that their companies were paying bribes to secure orders from India. India did not react.
The New Indian Express, on 13 October 2009, said that a Union Cabinet Minister was promoting the interests of two business men from the TN State. The message was that the Union Ministers must hand over the entire assets of India to less than ten individuals.
(Later – in 2011- the above Union Minister was asked to resign from the Union Cabinet.)

China, on 13 October 2009, said that Manmohan Singh should not have visited Arunachal Pradesh on October 1, 2009 for election canvassing. China warned that India should not stir up trouble at the disputed area. The Chinese newspapers also warned India of dangerous consequences.
According to China, Manmohan Singh could pay a visit to China and not to Arunachal Pradesh!
When Manmohan Singh visited Arunachal Pradesh State a few months ago, China did not murmur. China talks like this only because India - citing security reasons- asked the telecom companies not to install Chinese equipments.
The Chinese Ambassador to India - in a centre page article in The Hindu – on 12 October 2009 said that China would never seek hegemony or engage in expansion. On the same day,  China - through rediffmail. com- said that India should either hand over Arunachal Pradesh to China or allow it to sell its products in India. It added that China gave precedence to making money.
Obviously, China wants to accumulate foreign exchange at the cost of the sovereignty of India. An enquiry would show that China earned about $ 200 billion in foreign exchange in the last six years at the cost of the Indian industry. The influence of China on India is such that nothing is heard about the Re.5000 worth Chinese toys found in Chennai port. Manmohan Singh, Sonia Gandhi and Pratibha Devisingh Patil are aware of this.
The militant people killed two people in Jharkhand State on 12 October 2009.
India now informed the people that it took delivery of a ship constructed by China for the public sector Shipping Corporation of India (SCI). The Government said that another ship from China would join the SCI in 2010. India, further, said that it wanted to buy 36 more ships before 2012.
It must be noted that the present writer in Letter No. 115 (Chapter 7)  said that the Government converted India into a vassal of China. The above revelation is consistent with that prediction.
India, on 14 October 2009, asked China not to undertake any projects in Pak Occupied Kashmir (POK). China is undertaking many projects in India. An important road in Chennai was constructed by China. Therefore, India must prevent China from undertaking any projects in India before talking about the POK.
Dr. M. Karunanidhi, Chief Minister of the TN State, on 14 October 2009, received a ten member delegation of Members of Parliament (MPs) that visited the Tamil animals called tanimals in Sri Lanka.
Dr. Karunanidhi should have relinquished Chief Minister Ship and spent major part of his time in New Delhi. Even now he could do so.  Then the refugees could be resettled in their homeland without any delay.
Now, the Union Government is not publishing the views of Karunanidhi  in the public sector TV Channel. This trend would take a sudden change. Accordingly, the State Government would be allowed to provide telecom services, and many more positive changes would occur.

The President of the USA, Mr. Barack Obama, on 15 October 2009, heralded the Diwali –the Festival Lights – celebrations in the White House. He became the first President to personally attend the celebrations. Prime Minister of Britain also celebrated Diwali for the first time in his official residence on 19 October, 2009.
Pratibha Devisingh Patil did not send any greetings to the people on the eve of Diwali. Perhaps, she believes that India allows evil to triumph over good, and darkness over light.
          Her profile shows that she has achieved many things. If she could dispel the darkness from India, her achievements would result in fulfillment.

The achievements of a man must lead to his fulfillment. This is what the sages say.

ACHIEVEMENT

          The facts from 19 August 2009 to 8 September 2009 had been submitted to Mrs. Pratibha Devisingh Patil, Her Excellency the President of India, on 9 September 2009 through email. As usual, the copy had been sent through ordinary post.
          As a retort to the above email, the Government, on 10 September 2009, announced a time table to auction the 3G spectrum. Accordingly, the auction process would start on 10 October 2009 and end on 31 December 2009. Thus the Government decided to thrive on the blood of the future.
 There are a number of new members in the Union Cabinet. The act of becoming a Cabinet Minister is an achievement. Now, their actions in the Cabinet must lead to more achievements. If they could reverse the above decision and ensure the 3G spectrum to the states, it would go down as one of their memorable achievements.

Three militant people and an army officer died in an exchange of fire in the Jammu & Kashmir (J&K) state on 9 September 2009.

          The media on 10 September 2009 disclosed that aggressive patrolling of Chinese troops was troubling the Government of India. 
          An analyst in the Pentagon said that China was constructing a “string of pearls” around the neck of India. The logistically developing Chinese naval bases are a new problem to the USA.

          China, on 11 September 2009, demanded India to restrain Dalai Lama from visiting Arunachal Pradesh State.

          The Supreme Court, on 11 September 2009, ordered, the UP State Government to stop the construction of memorials. The court felt that the UP Government was playing with fire in this matter.
          In the above matter, the Supreme Court was blind to thousands of memorials, statues and arches being constructed all over India by Municipalities, Corporations and other Governments. Further, the art of converting imbeciles into national leaders by denying FREEDOM is more heinous than the act of constructing memorials. The judgment shows that eligible candidates must apply for the post of ‘Judge of the Supreme Court’ as recommended by a Commission.

          Three people, including two police personnel, died in a land mine blast on 12 September 2009.

A newspaper, on 13 September 2009, disclosed that China was developing a naval base in Bangladesh. The paper added that China was supplying weapons to that country.
The Government now revealed that Bangladesh too had given a naval base to China!  As the Government wanted to conceal the moves of China in Sri Lanka, it did not want the people to know the strategic moves of China around India. If the Government had given FREEDOM to the people to know this, they would have requested the Government to contact the neighboring countries in time. Then, even Pakistan would have obliged India. The nature of calamities Dr. Manmohan Singh, Prime Minister of India, and the Supreme Court bring to the future generations by denying FREEDOM could be gauged.
This time, none in India said that China needed the above naval base for its energy security.

Sri Lankan Navy, on 14 September 2009, damaged three boats of Indian fishermen using the gun boats and weapons donated by India. The Navy is giving untold sufferings to the fishermen in various ways. A remedy must be found.

Now the Government said that the Chinese army entered Indian Territory and injured three Indian soldiers by firing.

Dr. M. Karunanidhi, Chief Minister of Tamil Nadu (TN) State, on 15 September 2009, requested the Union Government to give equal status to all regional languages. If he really wanted this, the Union Government would bring the necessary legislation.
In the previous letter, Karunanidhi was requested to see that all State Governments implemented the new Pay Scales inclusive of the UGC Pay Scales. This was done to instill him to take an all-India role consistent with the mandate. Now, he has placed a specific demand to the Union Government on behalf of other States.
With regard to the UGC Pay Scales, it must be stated that now 10 per cent of the teachers in colleges might get a higher ‘Pay Band’. But, all senior teachers must get this because there are no competent people to assess the competence of college teachers. Experience shows that even the “Peer Teams” of the UGC are biased against real merit.

Disregarding this work, the Union Government, on 15 September 2009, disclosed its intention to sell 10 per cent shares of the public sector Cochin Shipyard Ltd   to garner a small amount at the earliest. This shows that the Government would steal, if it could not rob.

A former Union Law Minister, on 18 September 2009, wanted to know the catalysts that sabotaged the Indo-China relations. He said that India was “in a state of impotence”. He added that China would not invade India. He was conspicuously silent about the naval bases of China.  Further, his name was not disclosed. Perhaps, it was Subramonia Swamy.
In this connection, it must be noted that the above former law minister used the word “catalyst” to describe this writer. He knew that the present writer had been a lecturer in chemistry.
The nature of the forces responsible for the policy decisions of the Government could be discerned. In fact, there exists a conspiracy to convert India into a vassal of China.

Dr.Karunanidhi, on 17 September 2009, requested the police officers not to prosecute anyone illegally.
In this connection, the prosecution of the Case No.705/97 in the Judicial Magistrate Court at Padmanabhapuram, TN, took place during his stint as the Chief Minister of Tamil Nadu State. The State Human Rights Commission (SHRC) had indicted a police officer for this. Therefore, the Government must have withdrawn the prosecution against the victim. Then, the police officers would have realized the fact that the prosecutions initiated in bad faith would tarnish the reputation of the Government. The Government shall not knowingly tell a lie in the open court against any citizen. The Government could rectify the inadvertent mistake even today.
However, later developments showed that  Karunanidhi chose not to rectify the mistake.

India, on 17 September 2009, said that China blocked an Asian Development Bank (ADB) loan.
 
India is not in need of a loan from the ADB. However, China should not have blocked the loan. In response to paragraph 2 of Chapter No.5, India banned the import of high tech security sensitive telecom equipments from China. Now, China retaliates. China believes that India could be forced to buy its finished products without invading India. 

Six soldiers and eight militant people died in an exchange of fire in the Chhattisgarh State on 18 September 2009.

An MP (Member of Parliament) belonging to the Congress Party from the Kerala State, on 19 September 2009, said that the Union Ministers were talking about travelling in the ‘economy class’ only to make fool of the people. In fact, the Government stopped talking about the economy class after his statement.

Mr. Dorjee  Khandu, Chief Minister of Arunachal Pradesh State, on 19 September, 2009 said that China was weakening India without waging a war. True to his words, Manmohan Singh said that the developments in the Indo-China border were blown out of proportion. He said that the Chinese army did not fire at Indian soldiers.  The National Security Adviser cancelled a meeting of the defense experts. The Government advised the people not to do anything that would cause ill-will towards China. The ADB sanctioned the blocked loan. The Government sent the Minister for Defense and many other Ministers in the Union Cabinet into oblivion.  The media continued supporting China.  Manmohan Singh secretly gratified China. If it were true, China would not have achieved anything more through a war.
The Government had converted India into a vassal of China. The present Cabinet Ministers have achieved something by preventing the telecom companies from buying equipments worth more than Re. 35,000 crore from China. If they could rescue India from the hands of China totally, it would go down as one of their real achievements in the Union Cabinet.

Militant people killed nine people in the Jharkhand State on 20 September 2009.

A leader of a religion, on 20 September 2009, said that India was afraid of China.  This was the last statement of anyone against China. The media simply blacked out the views of political leaders that went against Indo-China trade.

24 militant people and six soldiers died in a gun battle in the Chhattisgarh State on 21 September 2009.

A political leader on 21 September 2009 requested the Union Government to impose economic sanctions against Sri Lanka.

High Court, Delhi on 22 September 2009, directed the Government to start a special referral centre in every Government hospital to send poor patients to private hospitals for treatment. This is a commendable judgment.  All Governments could emulate it. Accident cases could be given precedence. A small grant could be given to the needy hospitals.

Many MPs from the TN State, on 22 September 2009, requested Manmohan Singh to send a delegation of MPs to Sri Lanka to assess the mode of utilization of the money given to it.
The money given by India would go to kill the Tamil animals called tanimals and the Indian fishermen. If India really wanted to help the tanimals, a separate banking system and a foreign exchange account must be started for them.

India, on 22 September 2009, found illegally imported Chinese toys worth Re.5 crore at Chennai port. This shows that the Government had been allowing some people close to it to import illegally finished products from China. An enquiry would confirm this. India should not satisfy China in this matter.

The President of the USA, on 22 September 2009, said that he would not do any harm to the future generations by contributing to global warming.

Mr. Mihinda Rajapaksa, President of Sri Lanka, on 22 September 2009, requested all those who cared for the country to defeat local and foreign conspiracies to undo the military victories.
In this connection, it must be stated that Sri Lanka gave a naval base to China when Indian leaders were obsessed about killing the tanimals.  The naval base is a threat to India in many ways. Therefore, the present or future leaders of India would have to counter it in a suitable way. There is no conspiracy in it.

For the first time, the Central Bureau of Investigation (CBI) refused to accept a cover sent to it by post by this writer. The cover contained the copy of the last email sent to Pratibha Devi Singh Patil. The email sent to it also had bounced. The letter was then addressed to the Director, CBI.

A private company, on 23 September 2009, disclosed its intention to sell 10 per cent of the shares of its Telecom Company mainly to financial institutions. The financial institutions shall not buy the shares so long as the Government conceals this work.

The World Bank (WB) on 23 September 2009 sanctioned a $ 4.3 billion loan to India. India has sufficient foreign exchange. It is the duty of Manmohan Singh to explain the economics behind borrowing money.

India and China, on 23 September 2009, abandoned the 2009 Joint Army drill.  The drills were started in 2007. In Chapter 5, the present writer pointed out that there could not be true friendship with China. The Union Ministers did their duty. It is a great achievement for them and the nation.

Manmohan Singh attended the G-20 Summit in the USA on 25 September, 2009. This time, he was a secluded person in the Summit.  The G-20 countries wanted the Governments to withdraw subsidy and give cash directly to the poor. An enquiry would reveal that the subsidy on kerosene is benefitting some hidden manipulators. The people are not benefitted because those who need it never get it. Therefore, the subsidy must be cancelled, free marketing allowed and cash given to the poor.

The Congress Party gave ticket to the son of Pratibha Devisingh Patil to contest elections to Maharashtra State Assembly.

The militant people, on 25 September 2009, killed the son of an MP in the Chhattisgarh State. None in India condemned it.

Manmohan Singh expressed his gratitude to the people for making him the Prime Minister for the second time. He is very effective in blacking out this work from the people. He derives the strength to rule India from the media. Therefore, he could continue as Prime Minister so long as the media supports him.

The Army killed three militant people in the J&K State on 28 September 2009. On the next day the militant people killed three soldiers.

Now there is proposal to grant Indian citizenship to refugees from Sri Lanka. It might be consistent with the human rights. But it is very dangerous. No country shall be allowed to send its people to the neighboring countries to solve its problems. The refugees must be resettled in their homeland. The Indo- Sri Lankan Peace Keeping Agreement allows India to send its army for their protection. Therefore, Sri Lanka must take back the refugees without creating any problem.
 
There are reports that the USA has started engaging the military rulers of Myanmar.  It is not clear whether this work alerted it or not. However, India, together with the USA, must see a nuclear weapon free Myanmar.

The actions of a man must lead to some achievements. This is what the sages say.
